Its time for another CotM. No new rules to make note of, aside from the new CotP that we will now have every 4 months. Nominations & Voting Rules You may nominate up to 4 characters per month. You may only nominate a character that was released and/or updated during the given month. You cannot nominate characters that have previously won Gold or Silver in any previous Character of the Month. Be specific as to which character you are nominating; include both the name and the author name and, if applicable, the release thread of the character. To make things easier, we suggest that you append the number of nominations that the character has, including your own, when you make your nominations. Characters that have been nominated by at least 3 different people will become candidates for voting. Candidates for voting cannot be nominated any more (as there is no real purpose to this) Voting begins 15 days after the nomination period began, or once 20 characters have been nominated as candidates. The voting period lasts for 15 days. The winner will be announced at the end of this period. During this time, you will be permitted to vote for one character for CotM. So please choose wisely You may choose to nominate a candidacy rejection. Candidacy rejections can only be done on characters that have obtained at least 3 nominations for CotM. When nominating a candidacy rejection, you MUST list the reason(s) why you believe that the character should not be in the list of candidates. Note that if we, the staff of MFFA, feel that your reason for candidacy rejection is not adequate enough, we have the right to reject your nomination for candidacy rejection. At least three (3) valid nominations for candidacy rejection are required for a character to be removed from the list of candidates. You can only make one nomination for candidacy rejection per month, which also counts towards your 3 nomination limit. No collusion of any kind. If we find out that anyone has conspired with other users to nominate characters for the sole purpose of preventing another character from being nominated as a candidate by flooding the list of candidates until it reaches maximum capacity, those nominations will be null and void and all parties involved will be banned from participating in future CotM. That being said, October 2015 Nominations will end on November 15th, 2015. Did some more data collecting, now have about 129 matches recorded. However, I noticed that some 1-match results were drastically affecting the tier list, so as a result, and matchups that have less than 10 matches have had their values scaled; Again, with Reimu being locked in the #1 slot until further notice; #3 -> #4 #6 -> #7 #7 -> #6 #8 -> #9 #9 -> #8 #11 -> #12 #13 -> #11

Its actually down then across. (ie: Sakuya has 0 wins & 4 losses against Reimu). Those are then used to calculate the win ratios in the above table, which are then summed together for the character. Given the current 14 character roster, a character who has even match ups with everyone (ie: 50/50 win scenarios) should ideally have a score of 6.5. As you can see, alot of matchup data is still missing, so nobody is anywhere near that high. That number will change to 7 once Flandre gets added back in. The only reason Reimu didn't move down based on that was because the version of her hasn't been updated yet, and due to the lack of data on her, plus it was universally agreed upon by everyone in the Skype chat that pre-update Reimu is currently still top tier, so it would make absolutely no sense to move her down next to Meimu.

So just did some more data collection and a quick update to the tiers based on this: #2 -> #4 #3 -> #2 #4 -> #3 #6 -> #7 #7 -> #10 #8 -> #6 #9 -> #11 #10 -> #9 #11 -> #8
