I don't know your knowledge or experience with FF3 / FFS, So i'm going to explain it like you don't know anything.
Open the character of your choice.
Select the Palettes tab from the top ribbon, Select Advanced Palette Editor or press (CTRL + P) apparently.
From this point, Depending on your sprite, select the magnifying glass and zoom into your image.
Then select the Ink Dropper tool and while you are picking the colors from the character HOLD CTRL, and then click on the colors.
OR Click and Drag to select multiple ones at once.
When you select a color a black or white box will appear on the color in the palette section. Thats how you know what you selected.
After you have your color of choice, Using the Slides on the bottom left, you can recolor to your choice.
H is for Hue, which will let you change the overall hue of the sprites, essentially strolling through the rainbow.
S is Saturation, Towards the Left is -255 Saturation (Greys out) Middle is 0 Saturation (Default colors) , and to the Right has +255 Saturation (Brightens)
R Will adjust the RED value, Like above moving it to the left is -255 Red (Dark Red) right is 255 Red (Bright Red)
G Will adjust the GREEN value, Like above moving it to the left is -255 Red (Dark Green) right is 255 Red (Bright Green)
B Will adjust the BLUE value, Like above moving it to the left is -255 Red (Dark Blue) right is 255 Red (Bright Blue)
After you've made your palette Click on the Double Floppy Disk icon (Save as Group/Index in sprites editor..)
The Add window will appear.
Characters are by default allowed 12 Palettes
Group 1, Index 1
Group 1, Index 2
Group 1, Index 3
Group 1, Index 4
Group 1, Index 5
Group 1, Index 6
Group 1, Index 7
Group 1, Index 8
Group 1, Index 9
Group 1, Index 10
Group 1, Index 11
Group 1, Index 12
So you will set your Group to 1, and Index to whatever palette number you want it to be.

Quick Question if anyone is kind enough to lend some advice or tips.
I've have my eye on palette making for a while now like towards the OHMSBY styled characters and i was wondering if there was a tutorial/guide on making said palettes? I have Fighter Factory 3. Should i have another version and how would i go about saving and creating palettes because i am very interested into making some OHMSBY styled palettes someday.
Help would be greatly appreciated.

After deliberation amongst the staff, we'd like to announce that @Laharlhas been promoted to Administrator, due to his contributions to the site in bringing stability back after the Collections subforum had fallen into disarray, as well as holding the fort during times of the day when our other Admins were not online. We'd also like to welcome @Darkflareback to his former position as Discord moderator; while we initially demoted him from this position in the past due to questionable behavior at the time, his attitude has improved over time that we decided that reinstating him as Discord moderator was appropriate.

make AI able to react correctly and smart like a Pro player?
study the real human pro player (1 month)
study the coding (a few years)
think every possible way in every possible condition
and tweak your code for at least 3 month.

As I said you in my WIP thread, I'm working in some new Neo Geo Pocket chars for MUGEN, one of them is Ukyo Tachibana from the second Samurai Shodown for NGPC (port of SS64-2). But when I was playing the game and ripping his sprites, I noticed the beautiful 8-bit stages made for this game, so I adapted the first stage for MUGEN, in both Day (round 1) and Night (round 2 & 3) versions.
Also, these are the first stages I made since years, I think the last one was in... 2017 maybe?? I say 2012 without the Cybaster's Stage Maker, nevermind XD
Two simple but beautiful 8-bit stages for your NES/Pocket/Chibi/8-bit characters. If you like it, maybe I could make the others, who knows ;)
Just go to the Stages section, pal. Ippon!!
PS: I updated my WIP section with my NGP WIPs, Morrigan and Ukyo BTW =P

THE BASICS:
Off-site releases from around the Mugen community are posted here, on the News board.
So if there's a sweet release on another forum or site you know of, this is the place to share it.
Make sure to follow these rules when posting:
1. Thread title: Always include author name and release date in your thread title. Widely used format: [Content name] released / updated by [Author name] [Release/update date]
2. Time range of news: Only post recently released / updated works. Maximum time range since release / update date is 1 month.
3. Visual preview: Always include screenshot(s) / video(s) that will serve as visual of the contents, it'd be nice if you use your own screenshot instead of copy pasting from someone else.
4. Linking to author website: DO NOT direct link to files on their website's server like this. Some web servers are known to forbid this and direct you to 404 error page. Important: Refrain yourself from linking to ad referral sites (such as adf.ly) or any sites that force redirection to adfly (such as Mugen Archive), as many of these ad referral sites these sites possess known security vulnerabilities. Mugen and all its contents are meant to be free, and any attempts to monetize them are prohibited.
5. No Link Requests: To make a request, go to the Content Requests sub-board in the Member Support forum on the main page, rather than asking on the News forum.
6. No child pornography characters: This includes loli and shota. Not only is it visually disturbing to many, but is also illegal in many jurisdictions across the world. Do not try to create a loophole by using "technically" as an excuse, either. The character's canonical age does not matter: if a character looks like a minor, then it counts as a minor. No exceptions.
WEEKLY NEWS:
Every week around Sunday (give or take a day) the News Staff posts the Motha Fuckin Fawn, which is MMFA's Weekly News. The Fawn can be found on it's own sub-board in the News forum and every Issue contains releases from throughout that week. The releases come from the Release forum, and the Offsite Releases sub-board in the News forum. The Fawn also includes news articles from the gaming community in general, new games coming out, strategy tips for existing games etc. And sometimes there will be articles written by either staff or MFFA members. So if you feel like contributing some of your handy-work in the form of an article about anything Mugen or gaming related that you wish, please be our guest. If that's you, visit the Content Submissions thread on the Fawns board.

*cough* So yeah, after holding out to it for years on end thanks to my incessantly lazy ass....i present to you:
As you can probably tell, it's an update / rehash of my Marvel Vs Touhou Screenpack, something i'd promised back then when it was released and am finally glad to have realized.
You can expect these four variants in the store:
- Full Custom (system.def): Utilizes custom portraits for select, versus and victory screen, as well as custom stage preview. this motif holds up to 42 characters (and 93 stages, due to unicode limiations)
- Custom (system_nostagepreview.def): Removes the stage preview feature from the above and adds more slots to the total of 66
- Normal / Classic (sytemnormal.def): for the folks who prefer it simple and sound, uses no customizations and retains the 200+ slots from the old MvT Screenpack.
- *new* Normal / Classic Big: same as the above, but has the maximum capacity of 700 characters to add into.
