    Some very quick feedback:
    - no hitsparks? 
    - some gethit animations are misaligned, you can see it when Papyrus is thrown
    - SEXY FISH text in the win animation has shadows

    Awwww man, I forgot completely about these. I agree totally. I had Gurospoo in my second roster, I've seen his winposes, the attacks during that door hyper, a lot of things on him, and I didn't think he was THAT bad...

    - Gurospooo.
     
    It's bad, but I personally think it gets more hate than it really should. A lot of the people who bash it tend to focus more on the spriting (same author as D4 Miku) and the shocking imagery.
     
     - GooGoo64's characters.
     
    They're also bad, but at least they're funny to watch if you've been having a bad day (though to be fair, there's a lot of mugen chars like that).
     
     - Chuchoryu's characters.
     
    They're not very good, but the amount of negative attention these characters receive is more than necessary for what are essentially meant to be eternal betas.

    Did some quick testing the other night and so far I've found the following;
     
    Alot of his CLSN boxes feel inconsistent. His walking and idle hitboxes, for instance. Crouch doesn't feel like a crouch at all. In fact, one of his crouching normals whiffs entirely against crouching opponents. Standing HP is ridiculously unsafe at -27 on hit/block, and this is with long startup time as well. Alot of his normals lack range. While the dance (D+MP, D+MP, etc) doesn't do any damage, it has 0 frame startup and is completely invincible during recovery, so you can pretty much use it to stunlock a cornered opponent until time over. His specials don't feel like there's any kind of variation whatsoever. Supers are... next to useless for the most part. For example, I get the joke with the Blue Attack, but why would I ever use it in a practical match, especially when it costs meter? SND file's large filesize can be slimmed down by converting all the sound clips to mono.  
    I'm confident that the issues can be worked out and Papyrus can be made into a solid character, but as he stands right now he still needs some work. The author should try focusing on making a solid fighter first and then focus on the Undertale memes once he has that done.

    you can do it, but there is no need to do it.
     
    i assume you are using fighter factory ultimate / classic.
     
    do not use those as they are outdated, use Fighter Factory 3.
     
    and you literally just add the sprites and it will add it's own sprites and it will work fine.
     
    Here is an example of something I did.

    and guess what, in a comment he made 3 days ago, he said: "
    Well, I think that's a nice amount of characters for the portal. Keep an eye one this channel for Papyrus' release. I'll upload a video called "M.U.G.E.N. Undertale Papyrus COMPLETED". But that doesn't mean it will be the next video. Or maybe it will. We'll have to see if he's ready by then. XD"

    One of the more interesting characters that i personally have on my roster is 2HM2 aka Scarlet Dragon by UMA_Sonohen.
     
     
    Should also mention Angle Draw Sphere by Pkrs (Very unique and innovative character as well)

While I like that you made it based on hitbox positioning like Gouken's counter in SF4 did, the idea that it still only counters attacks based on their hitdef properties still irks me. For instance, low hitting standing attacks do exist (certain LKs, for example), which the low counter will fail to detect due to it not being defined as crouching. I would set it up to be based on hitbox positioning alone, independent of hitdef properties aside the obvious Attack/Projectile/Throw differences.
     
    Also the 10 frame startup on the jab someone else pointed out. Even for slow moving grappler types this is still pretty slow for a jab.

    Characters that are just bad spriteswaps of other characters could potentially fall into this category, depending on who it is..
