Here's some updates:

 

-It seems Ryoko's projectiles do have blue hitboxes, but for some reasons they don't affect counters that works against projectiles.

 

-Ryoko has a cheap unblockable. As in, it has no start up time and it comes out pretty quick.

In my collection, I'd go up to 100 in counting characters.

 

In my build that has around 70 characters, pretty much DDR's characters (how is he not mentioned in this thread?) other than Marvin and maybe Duck Dodgers. I also struggle against Ilusionista's Shadow Man and really they wouldn't be in my smaller build if I just didn't love playing as them.

I'm hugely surprised you all didn't mention Hatsune Miku by Yu-Toharu or Haruhi "Master of Cheap AI"  Suzumiya by Choiyer.

 

Also:

• Sans, Asgore, and Yukari by Sumin (you all put fucking Frisk out of all of the creations he made): You think AI is bad? Try these on for size (literally).
• Garfield by Veanko (You put the creator by himself.): THIS FUCKING CHARACT- *shot* jk. Has a tendancy to throw couches most of the time. Plus try Simul. mode, where his "Fire!" move is SUPER buggy.
• Ren Hoek and Stimpson J. Cat by @WlanmaniaX: They aren't bad characters, but they are buggy, and have really spammy AI. Almost enough to surpass Haruhi's.
• Sonic V1 by Claymizer: SPAMMING THE TORNADO MOVE
• Super Mario 64 (Not Pizzasause's version): BOWSER JUST BOWSER

Mario and Luigi by ShinRyoga - Cheap as shit AI.

Megaman - Don't exactly know which one, but the version I got when I first started playing M.U.G.E.N can perform an infinite combo.

Tom, Tintin, and Miley by Hannah Montana - Tom's AI spams cheap projectiles, Tintin spams a special that makes him invincible, and Miley spams a special where she goes full-on retard and seizures all over the floor.

I have those two in my roster. If I can choose who is harder, I'd probably choose Muffet because 2/3 of her strikers unleash bullet hell on you and has an annoying super that makes projectiles spawn everywhere and it won't end until the next round. Oh, and her Tea Shooter is unblockable and spamable. At least she doesn't have Papyrus' bone traps...
