To change lifebar sounds, you just have to replace or edit the fight.snd file in the data folder. To edit it, you can use Fighter Factory and change them with .wav files.

So... Is it the stage or one of the characters? The lifebars don't have names, and I don't know UNDERTALE.

Try increasing the time in the fight.def in the data folder that your character can move after K.O. You might want to increase the time until Mugen ACTUALLY says "You Win" and stuff, too. They'll generally be in the same place, and have notes that'll state this.

His name is Pick? He just shows up as "0" in game. Any clue what game he comes from? He doesn't have as many attacks as others by this creator, and other Sumin characters can interact with that guy at the table, too.

Seems like all of Felicity's characters suffer from lagginess... Even his MvC arrange stuff, which is not a good thing...

I'm trying to literally port the character select screen from one screenpack into another via FF3. They're the same resolution, too. So, would I insert the character select screen sprites into the same sprite index as they were in the first screenpack, or to replace the indexes in the other screenpack?

...That's one strange Reimu you've got there. I think this Reimu meme is already more pleasant than the Yukkuri one, though. After trying, she's basically T-Hawk. Very accurate to Street Fighter 4, too. Some of her attacks cause some characters to fall and never be able to get back up, though...
