i don't see why you can't. this isn't the mugen "dark age" where borrowing as much as the smallest asset from someone else's work warranted you getting jumped on by the whole community. a little shout out to the original creator should suffice regardless of whether or not they're active.

Short answer: no Long answer: no, of course there isn't. first off, we're not so much a warehouse as a repository. we link to author's website whenever possible and only host creations that are offline and can't be obtained by any other means. therefore we don't see a reason to lock those links behind a specific rank because that would defeat the purpose of a repository.
