it's an entirely new character altogether. you were probably thinking of Blitztank as he appeared in the original game he comes from, a.k.a Akatsuki Blitzkampf. That one's made by HM. OHMSBY's version as posted here uses sprites and gameplay from Blazblue Cross Tag, which is a crossover fighting game featuring characters from Blazblue, Under Night In Birth, Persona 4, etc.

i literally just added localcoord = 850,480 under [stageinfo] and tinkered a bit with the rightbound and leftbound so that the stage didn't get cut off (as in there's a blank area) on both sides.

yeah, though this one uses sprites from Nitroplus Blasterz, the successor to Nitroplus Royale.
