A better Billy Mays and Tourettes Guy. There only exist one version for each of these characters and they're both terrible. Tourettes Guy lacks any attacks whatsoever and Billy Mays lacks any animations in general as well as a variety of attacks.

 

Oh, and I'd also like to see Sly Cooper in M.U.G.E.N.

On the topic of cartoons...there's a lot on my mind, but I'll just say some of the more lesser known shows (at least to me): Any characters from the Penguins of Madagascar (I'll admit that I have some nostalgia towards that show), any character from Steven Universe, a decent Timmy Turner character (it's been years and we haven't had a really good one unless you count Team Nicktoons), Rudy and Snap from ChalkZone, and...I guess any Nickelodeon characters that appeared in those Super Brawl fighting flash games from years ago, but never got a decent version or was never made into MUGEN at all.
