Or at least Here's a update on his status.

 

Finished all 5000's (videos show him blinking which was due to incomplete 5000's)

Added Rest of special moves.

Added 3 Super moves.

Added Sounds. Voice and Slashes (Thanks to the person who originally ripped the sounds. its NOT easy to rip from Sega Saturn)

 

As far as a public release date. Im not sure yet, but his progress is alot better than before.
