Either open it in FF3 and change the encoding to Shift_JIS, open it in Notepad++, or change your system locale. It happens when the document isn't saved in a unicode format such as UTF-8, so the nonstandard glyphs change to nonsense. You can't really blame the creators for this, since it displays fine on their end and it's likely that they're not trying to appeal to western audiences.

Then you're not installing them correctly. Merge the font folder with MUGEN's font folder and merge the data/mugen1 folder with MUGEN's data/mugen1 folder (if it exists); be aware that it'll also want to replace the fight.def and fight.sff contained within the mugen1 folder, so back those up if you ever plan to use the default lifebars again. They're work right off the bat if you're using the default screenpack, or if you're already pointing your system.def to the fight.def inside the mugen1 folder, otherwise you'll need to do that.
