that's the default mugen version for kfm iirc, most authors usually just leave it unedited in the .def file :p

you just answered your own question there; those aforementioned characters are intended to work for MUGEN 1.1. The engine itself can't really be considered "new" per se, as it was released in 2013.

I've been out of the cheap character collecting business for ages, so there's nothing much i can do to help you there. I was about to suggest you to try asking the person in charge of the Touhou edit collection, but then i remembered that he said to me that he would no longer be around to update it.
