... I know I've seen this before.  Is it an update, or a new version using someone else's sprites, or what?

it's an entirely new character altogether. you were probably thinking of Blitztank as he appeared in the original game he comes from, a.k.a Akatsuki Blitzkampf. That one's made by HM.  OHMSBY's version as posted here uses sprites and gameplay from Blazblue Cross Tag, which is a crossover fighting game featuring characters from Blazblue, Under Night In Birth, Persona 4, etc.
