According to MFG, it's a private edit of a Dee Jay/Ken edit that can be found here in the Capcom edits section. I think he has Bruno in his name, if you want the original.

They all hit extremely hard, much harder than the individual characters should.  I'd imagine that would make this character(s) difficult to fight.

I guess the damage output is supposed to be SF2 accurate.

Bump, I guess. The closings seem to be computer specific. Poppa Rocks and Bootleg Ryu crash commonly on my Windows 8 computer, when tried a lot on another, they don't close at all.

A rather plain stage, compared to most other stages in the fullgame. Despite looks, it uses slightly misfitting parallax to make it a bit harder to go from one side to the other. That, and the fact that you are literally fighting inside a classic painting. As you can probably guess, it's the home stage to the character from said painting, who's a character in Nijikaku. The music here is a rather sinister, low song that eventually has people screaming in the background. It makes a good midboss stage.

EDIT: Tried him out. I'm amazed that this rather unique Mario right here is very cool. He even has Orochi's fullscreen hyper, but it's not cheap. He has some pretty funny attacks based around the NES Mario games. He even has references to Old School Mario and Super Mario.

Yes, someone made a stage based on that message, it's also a good home stage for the Sonic he made based on this. (Found under My 4shared as "Sonic Infinite") The message itself is over to the right, which is a bit of animation. It also uses a MK floor, as indicated by that logo in the center. The song for this, I think it's a remix of the original theme upon finding said message. Made by AdamMasterGammes.
