More likely that your video card does not support the "minimum" requirements to display Mugen in OpenGL correctly so yeah you could have (Which makes is enoght to other games to works) but not the enoght for Mugen.
I think i saw something like that before on 1.1
go and open the Mugen.cns on data and look at "" change:
RenderMode = OpenGL
to
RenderMode = System
If this doesnt work upload the stage and ill cheeck it.
I wonder what exactly have "O" planed for him.
Anyway looks nice tho the gif is a bit missaligned isnt? coz looks too jumpy when switch to attack frame.

Well wasnt really an issue is just a way some ppl use to kinda make the Lower border part where the lifebars, credits and other info display in some old arcade games.
But anyway:
just had to lower the Position of all sprites to get rid of it.
