As I'm sure many of you are aware, there has been some controversy lately among various Mugen communities regarding Mugen Archive. The issue, in particular, stems from their choice of site revenue through Adfly. As I'm sure many of you are aware, Adfly has gained a reputation, both within the Mugen community and from reputable sources in the anti-malware communities, for exposing visitors to various forms of dangerous malware through ads displayed on their site. While many people have tried to address these concerns to the owner of Mugen Archive, it has become evident that they have decided to willingly dismiss or flat out ignore these concerns.
 
We at Mugen Free For All do not wish to expose our users to these same dangerous security vulnerabilities. After discussion with the other staff, we decided that the best course of action would be to disallow links to the aforementioned website. Thus, until further notice, links download pages at Mugen Archive are no longer permitted on Mugen Free For All, effective inmmediately. We urge anyone who manages our collection threads to please replace any of the affected download links with safer alternative download links. We thank you for your understanding in this matter.

Now that Noobie's back, I decided to test out this new balance team against him.

Even in cases where he's trying to emulate the simplistic style of shows like Rocko, there's still errors. For instance;
 


 
As minimalist as the lightning of Rocko may be, at least its consistent among all objects (from the front in the former, top-down in the latter). Oh and the first pic also illustrates that Rocko's shirt pattern follows the shading of the shirt.

Avoid this one at all costs. There are just too many problems in the template that cause errors that could very easily have been avoided by using another template. I'd also stay away from the EoH template for similar, though more gameplay oriented and less technical, reasons.

There used to be a spewgen knockoff that was dedicated solely to antics done on MMV but it looks like its been dead for quite some time.

As far as the 1 frame disappearance goes, I've encountered this before and theres not much I can do about that without making the display awkward.

Did some quick testing the other night and so far I've found the following;
 
Alot of his CLSN boxes feel inconsistent. His walking and idle hitboxes, for instance. Crouch doesn't feel like a crouch at all. In fact, one of his crouching normals whiffs entirely against crouching opponents. Standing HP is ridiculously unsafe at -27 on hit/block, and this is with long startup time as well. Alot of his normals lack range. While the dance (D+MP, D+MP, etc) doesn't do any damage, it has 0 frame startup and is completely invincible during recovery, so you can pretty much use it to stunlock a cornered opponent until time over. His specials don't feel like there's any kind of variation whatsoever. Supers are... next to useless for the most part. For example, I get the joke with the Blue Attack, but why would I ever use it in a practical match, especially when it costs meter? SND file's large filesize can be slimmed down by converting all the sound clips to mono.  
I'm confident that the issues can be worked out and Papyrus can be made into a solid character, but as he stands right now he still needs some work. The author should try focusing on making a solid fighter first and then focus on the Undertale memes once he has that done.

Pretty much this. MFFA neither supports nor condemns any particular religion, and doing so would only be seen as bias, which opens up a huge cans of worms. I think you'll find that MFFA isn't the only place that does this, either.

All normals are safer on block than on hit Most of the normals have little to no priority, including the jabs j.X -> j.C is a corner infinite Forward dash -> j.Z is another infinite Additionally, i feel that Counter could use a slight tweak. While I like that you made it based on hitbox positioning like Gouken's counter in SF4 did, the idea that it still only counters attacks based on their hitdef properties still irks me. For instance, low hitting standing attacks do exist (certain LKs, for example), which the low counter will fail to detect due to it not being defined as crouching. I would set it up to be based on hitbox positioning alone, independent of hitdef properties aside the obvious Attack/Projectile/Throw differences.
 
Also the 10 frame startup on the jab someone else pointed out. Even for slow moving grappler types this is still pretty slow for a jab.
