Well in the download description it says this about Soul Ninja: Characters Included: Ermac, Rain, Reptile, Scorpion, Smoke, Subzero, Noob Saibot Note: You can add the characters separately using the DEF files in the characters folder.

Is it possible to somehow loop stage bounds to create the illusion of a never-ending stage? If so, how can it be done?

Yeah Sega got lazy with this game and instead of making their real VF2 stages, they just recolored these 2 and assigned those stages to Wolf and Lau. -

@ Dartzpie: I unfortunately need to use xscale, but thank you for letting me know about your method. It will come very useful when I decide to make a 1.1 stage with width style parallax. @ Ryon: Thank you for clearing it up. I now have a much better idea of how I can achieve this. I will get around to using it later because now I realize what a pain it's going to be to code the timing correctly.

I know by normal means it is not possible and I read and tried to undertand Caddie said about it, but can someone explain how animation on parallax sprites can be done?

I just tried it out today, I should have tried it out earlier. I've never been big on High-res stages but I really like this one.
