Why the roster is balanced if all the characters are unbalanced?

This one looks well made.

You forgot, Akuma/Gouki, Dan Hibiki, Dudley, El Fuerte, Fei Long, Guy, Hakan, Makoto, Rose, T. Hawk and Guile. I guess they're all the missing chars.

I hope this character doesn't have bugs (like his Ex-Iori XIII)...
