Nope. It's the same guy going by the names on his twitter/youtube. That being said, there was a link on his twitter but it's a 404 now. So it's either a "buddy release", a WIP, or a AF joke.

His D, B, Z super causes slowdown on the third hit. This only happens when all three hits touch the opponent.

I noticed the original (when I had him) was missing a few sprites. Did you manage a way around those?
