Mugen Animation Question

This may be a simple question but how was this made?

 

Was it made from scratch or using some program to combine the animations? Because I know that fighter factory can't export gif images like this one.

Some dude called PlasmoidThunder basically thought up the idea of using screenshots from MUGEN as animation frames by using a script that mashes the F12 button.
