No, he cannot. As Laharl has said before on another occasion :

 

this is the news area, we don't make anything posted here. We just report news. The same goes for the warehouse area. The only place you will find work made by the poster is in the releases section, otherwise nope.

 

Furthermore we appreciate it greatly if you refrain from asking for characters to be made. It goes without saying that it can be considered rude if you do.

 

If you want her to be made however, you can either :

 

1) Commission somebody to make her for you

 

or

 

2) Learn how to make her yourself using one or more good character creation tutorials like the one Ryon made, which teaches you the basics of character creation well. It can be found here :
