I really don't know what this stage is from... A Sonic hack, maybe? It's kinda bland, but really long. The only animation it has is a thunder effect. It also has a song that loops over and over. Made by MGSSJ2.

Genocide City is an unused stage for Sonic 2 that was never finished, and unfortunately no official picture exists of it, so generally people make mock-ups as an idea of what it could have looked like had it ever been finished.

 

Also: Female Fox? O_o

author apparently was lazy to expand the sky manually and uses some method that caused lag on low end computer, also he left debugbg on.
