Nice sprite, but I have to remind you about the lightsource.
In the legs, the face, the hat and the skirt the light comes from the right, the red part of her T-shirt comes from above and her right arm (viewer's left) is lighted from the left.

What happened to that sharing is caring (or caring is sharing, I don't know why MFFA changed it) stuff?
Why are you leaving? No explanation or anything makes me think you were waiting for something like this to go away from here. I won't sugarcoat my post, that's exactly how I feel.
The story that you wrote about MFG being evil and all that and this forum being the best mugen home of all...
your constant repeating "other forums" (referring to MFG) are very harsh and will start to bash you when you get there because of me-first releases (because that happened years ago and you still continue to think that), and to think you even told Laharl to deal with you in case something like this happens...
... then saying Chuchoryu is your hero in that forum... (for me it's the icing on the cake, but very well then, I understand...)
Why can't you change?
Is it difficult to move from the past? To learn from your mistakes? Why do you have to run away when someone is telling you the truth instead of accepting it and trying to become better?
Will you do the same thing if it happens in another forum, or are you sure that won't happen since that forum is inhabitated by posters who say "Nice + 1" posts?
Or maybe that's why you're moving there.
Probably you don't want to talk in a civil manner with others and you just want "robots" who like your stuff; keep in mind that only because they like stuff it doesn't mean they have actually downloaded it, and still, even then, don't you want to make better content? I guess not from your last post.
About that story, it was sad/funny (depending on the points of view) for the first, second or third time, but constantly repeating (aka copy-pasting) the same stuff over and over and over again makes us think you'll never change and you'll still have the same bias you had years ago against MFG. And I guess you're going to add MFFA, because yes, they were so evil to tell you to stop writing that story and to move on. They were so evil that they left you a place where to post your creations. They were so evil that they welcomed you.
I can't really understand how someone can think like that.
Am I too harsh? I don't care.
Do what you want with my post/with me. I'm not going to change this (unless it's grammar related).

I was about to say that.
I don't remember all particulars, but Shiki Tohno isn't really part of the Tohno family, he was adopted. He was part of a family/clan of assassins (Nanaya clan) that was destroyed because there was a war between clans (this is what I don't remember clearly) but he survived and got adopted by the Tohno family (which is the other family that was in the war, if I recall correctly; but feel free to correct me). The Nanaya name is written in the knife he keeps and it comes from his family.
To make it short, he becomes Nanaya when he takes his eyeglasses out.

No, there isn't.
So, I was reading in other forums this character was quite good, so I downloaded it.
And now feedback:
- CLSNs are too many (in the standing animation there's a total of 9 collision boxes); this is one of the first things Elecbyte says you have to avoid in the docs; BAD
- she is very very slow; in some attacks she should have control to move around, before the animation finishes (like in the Standing Strong Kick); BAD
- a lot of basic attacks are misaligned in-game (with this I mean she slides when she does the attacks like the standing medium punch, or the standing strong punch: do you see where the feet are placed and do you know where they should stay? To solve this use posadds); most of the SF3 characters that are not trying to be accurate have this mistake, I hate it; BAD
- the supermoves deal too much damage
level 1 supers deal from 240 to 300 or 400 or even 500 (the "shuriken from the sky" super);
level 2 supers deal from 400 to 600;
level 3 supers deal from 700 to 720, but if you're lucky the "shuriken from the sky" level 3 super can kill or almost kill the enemy; SUPER BAD
- the Hashin Shou should allow you to super jump right after the last hit which sends the enemy upward (like a launcher), I shouldn't wait the animation of the attack to be finished, then jump normally; Nitpick of mine
- I see no use in D,DF,F, any punch; they are the same, and other than hitting the enemy, it has no use; actually this could be said to various other specials; Nitpick of mine
- I like how the Hien works (Ibuki jumps to the enemy then kicks them, then jumps back), it has a good flow and it's really fast; Good
- it has a palette selector, and that is ok. But I don't care actually. Indifferent
So, it is a bit decent, not bad. But not to my standards. If I were to give a rating I would give this a 6.54 out of 10. The ideas are there, but they're not well executed, the character would need a damage dampener for all of his supers and the animations should be much faster.
And no, I don't care if it is Divine styled or anything, that doesn't give more points to my rating.

The palettes don't work because:
he forgot to put sprite 0,0.
If you can, open the .sff and duplicate one of his sprites, then rename it 0,0.

It's pretty ok actually, it plays good. Sure, I can't talk about accuracy since I'm not a great expert in CvS2 gameplay, but it's not bad. Those are the things I noticed but maybe there are more. I hope the creator updates the char. :)

Coding a teleport (like you want) is coding a state with a PosAdd and a changestate to state 0. Cosmetic stuff too, but that's not important.
If you want three versions, you could:
- make three states in which the PosAdds x values are different (like in your case)
- make only one state and with a variable that detects the pressed button the PosAdds have different x values.
I know, I'm not being helpful enough...
I want to ask though, what does this:x = Ifelse(!var(10),-200,Ifelse(var(10)=1,0,200))
mean?
Do you know what the variable 10 stands for?
Ifelse is a parameter that tells you: "if A is true, then B, if not C"
In your case:
x equals to Ifelse (if var 10 doesn't work (value 0), then the x value is -200, if not Ifelse (if var 10 is equal to 1, then 0, if not 200))
To put it simple:
!var(10), then x=-200
var(10)= 1, then x=0
var(10)!=1, then x=200
Well, I explained what Ifelse means. You have three different states that do the same thing, in fact if you look at the PosAdds they are the same.
But the topic title tells me "Issues"; I should have asked before, but I shall now: what's the problem, what's the issue you're having? -
And this is a good edit of Cammy IMO. It needs some work but it's a good edit.
I would like to remind you that he took PotS Cammy (that seems to be edited by varo_hades, but the edits were very minor; and look, in the character there's written Cammy by Varo_hades, in the .cns, in the .def, in the .cmd), spriteswapped her and deleted some moves to pass it off as his beta/alpha.
Look at the readme, it's almost the same as PotS's. The attacks, the effects, everything together tells you right away that it's a spriteswap.
It's a straight up spriteswap. The only code changes involve removing things that the wouldn't fit Delta Red Cammy (like her M. Bison/Vega winposes)

There's minor differences (like, one or two single line differences, per file); it seems to be an older version (of the WinMUGEN version).
So of course it's a good edit (for me it isn't, it's a spriteswap), PotS made all the work for them! They just deleted one or two lines of code to say: "hey, I edited it!".
If they just released a sprite patch or a sprite pack or a spritesheet it would have been ok in my opinion.

According to the def file, it seems it's edited from MGMurrow's Hulk. So how can he mess this one up?
I don't know either, but it seems he knows how.
So let's see:
- misaligned effects everywhere in the .sff;
- misaligned sprites everywhere;
- no shared palette for a lot of sprites;

- attacks lack impact; the default sounds add to it; some hitsparks are misaligned;
- and hey, how did I miss checking the CLSNs?!?

The character is bad, a "frankencode" (new term created by me ) of MGMURROW, Loganir and BlackDragon various characters.

Leave him alone (don't read it with a bad tone of voice, like "HEY! LEAVE HIM ALONE!!!), if he likes the sprites, don't try to change his mind. We have different/higher aesthetics standards, that's all.
The reason why we find them bad is because he took a part of a SF3 sprite, recoloured and rescaled it, without even changing the details on the gi and on the gloves (yes, even the gloves are different in SF3). It also looks wrong, put together with CvS legs and lower part of the gi. At least to me.

Yes, Capcom did a very good job with the CvS sprites, I can agree with that. The only bad ones are those made by Chuchoryu.

Since this is in Mugen Help I guess you want to swap the sprite "Akuma" with the sprite "Gouki";
first of all, what game for the PsX / Ps1 are you talking about? Or do you mean .pcx? (yes, you wrote PSX twice, I just want to double make sure)
Second of all, are you asking to mod a videogame (not mugen) or edit a character that comes from said videogame? It isn't that clear as you put it now.
Third, when and if you found the sprite "Gouki" (and if you want to edit this character) you have to open the .sff file (with Fighter Factory, I suggest using FF3), find the "Akuma" sprite and replace it with the sprite "Gouki";
or
if the problem is the displayname of the character (the name that you see in Mugen) you have to edit the .def file of the character and find the line:
displayname = "Akuma"
Instead of Akuma, you write Gouki, like this:
displayname = "Gouki"

They are
1- palette swaps (of Ryu by PotS and Ken by Vyn), there are still the other palettes though, I guess he used the Normal Ryu .def file;
2- he took out the normal Tatsumaki Senpukyaku sprites to put ugly rescaled SF3 ones,
3- he disabled some techniques,
4- he added his badly sprited custom stance instead of the normal one from CvS.
5- Why did he leave Hadouken sprites in the folder? They are not even used!
Regarding the point 2,
if you do the Air Tatsumaki in air (with Ken) there's an instant in which there is no sprite;
with Ryu, if you do the Ex Tatsumaki (on ground) he first spins in a direction but when he hasn't his leg stretched he spins in the opposite sense (let's say, he spins anti clockwise using the badly scaled SF3 sprites when doing the Ex Tatsumaki, when he falls he spins clockwise using CvS sprites).
And they're not SFxT styled. They're just "edits", don't be fooled by the label.
Why does everyone have the urge to label their chars with a wrong name is what I'm not going to understand any sooner.
Ah, forgot to add, great choice of small portraits. I would have used others that could show more of their faces, but maybe it's just nitpicking.
