I fought in a major war, led 2 groups that are considered one of the smallest but strongest teams around, formed alliances with some of the strongest groups around, single handedly dealt with very strong foes and have to ocassionally deal with the shenanigans of a certain gap youkai and a certain sun goddess. All those moves look like they should give chip damage. Are you testing it n a character that has a way to stop chip damage? (like GG and barrier guards)

For number 3, I would suggest looking at The_none's Glacius since he has something like that coded in.

I think something rather important that is getting ignored is that even with "custom" gameplay a charter should feel loke that character. I.e Ryu should feel like Ryu no matter what gameplay he's made in.
