I like i said i just making suggestions. Though your right it is easy for him to make melee attacks for Victini like "Brick-Break" would be a cool move to break characters guard.

Well Do u know how to add slots to winmugen
similarly to add slots to mugen u have to change the coding of system.def ( data>mugen1>system.def ) 
 
To change the coding
 
Open your mugen folder then data folder then mugen1 named folder
open system.def with notepad
look for below line
 
Now change everything u want.
