Flash reduction patch for Kenshiro by Hell

Apply this to Hell's Kenshiro. It's meant to remove the white flashing effects that could cause a seizure (I myself am not epileptic but the flashing when he does his powercharge, blowback, rekka special, and supers just... hurts to look at). Was a personal edit that originally removed the flashing from the Hokuto Hyakuretsu Ken instant kill, but then I went and got rid of it in general.
