I was browsing MUGEN again and as it turns out Devon is still hosting it on his page and you can pick it up quite easily. 
So I uploaded it to Google Drive for backup purposes and this link shouldn't die like my old one.

EDIT: I just noticed the above link died, from back when google killed spoofed team drives.

 

Unfortunately I do not appear to have another backup of the screenpack on its own. What I do have though was a barely started MUGEN project that was using it. However, the screenpack is edited somewhat, to have around 4x the character slots available. Portraits in my project also don't quite fit the lifebars, but I can't remember if that's because of edits to the screenpack, the characters, or both. You'll have to play around with it and find out. Or maybe I will someday and come back to this, but today is not that day.
