- Pretty nice for a character last updated in 2003.

It's a bit odd to see a character named "God Rugal" use Omega Rugal sprites. I'll have to adapt myself to the idea first before playing as him.

in the 2003 era, there were no cvs2 sprites. Some Mugen creators use Kof's Rugal to make God Rugal. IIRC, they were Tin, Iccha and Proto. I have been searching for Proto's characters in the past, but no luck. Sadly that GCA programs works in Window XP only 

 

It works in Windows 7 just fine.

 

I've been managed to get it work properly with AppLocale.

DGCA also works fine on windows 7, mine at least :p

 

Useful to extract .dgc files from authors, like Ina, for example.
