nah, he is a spectator character like what Ikaruga did to his Kof98 characters but Ohgaki's one are special, his has different two random spectator characters, all of them are Kof98um's characters appearing in every matches and rounds, kind of like Ahuron's Omega Shingo when he kicks two different characters out during his intro which is pretty cool
