I'm not sure why you posted a mega link when with the "Saki" characters you posted the author's onedrive link.

 

Only mentioning because the Mega link says its a virus when trying to download using Chrome.

the 'virus' flag is likely a false-positive (though it wouldn't hurt to run him thru your antivirus program anyway), chrome likes to do this occasionally with mugen characters for whatever reason. the link is taken from this twitter post from Emperor himself, so i assume it's a more recent version or direct mirror from his OneDrive (since OneDrive likes to also sporadically not work for people).
