To explain it in laymen terms, People who truly like cheapies don't like that they are cheap, they like the fact that they somehow break the system. Essentially, its 1UPing over and over again. You find a character, see they have good AI or defenses or attacks, then amplify that. Depending on how far you go, some cheap characters will outright destroy the files of other characters to win, then a step further than that is destroying MUGEN itself, then the computer, etc etc etc. Think of it like Dragonball... every time there is an enemy, Goku and Vegeta have to get stronger than them, so the next enemy is even stronger than that, and then Goku and Vegeta have to become even stronger, then repeat, repeat, repeat, until eventually you have characters that will full on collapse the system. Of course, depending on how deep you are in the community, you may not want characters that just OHKO, but maybe you want characters that trigger specific defenses to prevent other cheap characters from being cheap. With me, I am more about the AI aspect of it. I like the idea of a character getting absolutely manhandled, and then suddenly, with one stroke of luck, go from a wimp to a warrior, and make a comeback. That is the appeal I have when it comes to cheapies. I like seeing characters who FEEL somewhat like a professional player pulling out all the stops to win, or just barely saving themselves from defeat. For me, the appeal is the advancement of the AI, how it solves complex problems at a moment's notice, and finds a way to surpass the problem. Its one of the reasons why I consider KAZ the perfect cheapie creator. His characters are cheap, but their cheapness only activates when other cheap characters go too far. Anti-cheap is the thing I love the most. Characters that stop other characters from being cheap, but I also like characters like Infinite Soul Abyss, which is designed to test how strong a character's defenses to cheap tactics are.

Going by that way, it's interesting. It's like a arms race, to see whoever gets the strongest result. But about these ones that break the system and stuff like that, i get a bit creeeped out by these, because it borders the line between cheapie Mugen character and outright virus JaaShooUhh 1
