I looked everywhere for it google, mugen archive, mugen free for all and mugen wiki I can’t find it I really want this oshawott it looks so cool can someone send me a google drive or media fire link to it?

Isn't it this? It's on the wiki (just not documented) and in the Pokémon collection.

no I downloaded it it's the 2017 version with the pokepark portrait and different moves than this video I'm looking for the same one that was used in the video I shared in the post I see that, the one with black and white portrait picture and drawn version and different moves and the classic one from 2011 with different moves, a different voice also a different portrait.

but I don't see the copy of oshawott on the video any where.

Nah it's definitely that one; the video showcases a work in progress and isn't fully representative of the released version. The portrait was obviously changed, but it's still present in the sprite file under 9001,4.
