actually Kenshins Characters have scalable AI yuyu go to your difficulty and go to the difficulty set it to level 8 hard and you will see crazy ai.

I don't believe that cause I always put my mugen on hard and CPU's r coming after me to kick my ass while my Partner is jus chilling
