 I don't know if it's what you are meaning by "set" but you can open japanese text files in notepad++ and it actually displays correct japanese characters (then you can for example copy/paste them into google translating service to translate them for example)

it's not impossible at all (if the author mean displaying correct japanese characters), here is what I got when opening a japanese text file in notepad++ on a french win7 OS :

you can then select the whole text and translate it using a third party program or google translate
