How to make/sprite/draw/add a winquote screen?

Well, upon thinking, I decided that I guess I will try and make a custom winquote screen for that Mugen Match 2 screenpack by Tatsu. I was hoping that I could somehow sprite and make one that looks similar to the rest of that amazing screenpack. Because, I really need a new screenpack at this point...

ok if you can't draw in real life, it isnt gonna happen now.

 

i recommend reusing the select screenbackground for the winner screen.

 

..... as per how to code it. its so simple for me to do, its super hard to explain it to others especially when they have no knowledge of coding.

 

i recommend just looking in the system.def and scroll to the bottom you will see stuff related to the victory screen. notes as well.
