New mugen character

I'm trying to create a new Mugen character from nothing, and i'm having a bit of trouble, i don't know of any the 2014 programs to use, i only know about the old school ones, if some one could help me that would be awesome. If any one out their in Mugen land can help me. Please, help me out.
