Why the roster is balanced if all the characters are unbalanced?

For example.

 

You have a roster with a char with 5000 life. and one with 1000 life. = Unbalanced.

You have a roster with a char with 5000 life. and all others too 5000 life. = BALANCED. Cheapies are balanced too.

But you have to correct all the cns files of the unbalanced characters.

The only difference is that they take more hits to beat.

I have chars whose life is bit over 1000 but the defense of all of them are 100 except for a few... I have the cheapest character of MUGEN, IQ300 (Forgot the authors name), he's incredibly cheap so I tuned down his defense to 500 to make him quick to defeat.

Oops, originally I started out with everything all in one directory. But with requests and such, it just became easier to separate to find stuff easier when a request came in. Much easier to sort through a directory of 100 characters than 5000+ (yes, I had way over 3000 characters back in early 2001 and with all the 'update' type requests and such, by the end of 2001 it was over 5000). The stuff is still pretty much balanced between each other just split apart to make it easier to find.

I like a balanced Mugen but I nerf those OP characters, like OTW, he's too good not to have in your roster, as he's a staple and a classic to Mugen overall.

2700+ characters, foucused in IA Minimum difficulty (Hard), less of 50 chars dont have IA, ironically they are between the characters use more. and some cheapies but are "ornaments" for my roster. and 6 sandbags.
