NiciousMUGENBGM plugin for playing MP3 files without issues on WinMugen

I was having issues with mp3 files that can't be played in WinMugen on some systems. Apparently my problem was related to the plugin I was using, which was in_mad.dll, but now  I've replaced it with another one called NiciousMUGENBGM. So I recommend to use it. The pluging includes a INI file that can be configured.  Note: This plugin works on WinMugen only.
