How can i resize an oversized lifebar

I have a question:

How can I resize a lifebar that's made for 1280x720 to make it so it works with 640x480

lifebars are required to match the screenpack's localcoord; in this case, the screenpack is too small for the lifebars. you either manually downscale it yourself, get a 1280x720 screenpack, or use Ikemen GO and get the lifebar its own localcoord. resizing the current screenpack wouldn't help, either, as that would make everything small.
