It's not even the first 15 minutes of it, it's just random clips sequenced with background music playing. Also you really need to cite things, you can't believe rumors.

C'mon boss! I'd love a Phantom Blood OVA, that would be freakin' EPIC And the Phantom Blood saga is short, so it would fit a movie or a two-parts OVA very nicely This is one of my favorites JoJo

Apparently many fans of the JJBA series boycotted this movie due to it's failure to follow the actual story of Phantom Blood and the absence of Speedwagon and Pluck and Luck and profits were not at all high, so any plans of international releases were probably scrapped.
