The character goes by Dark the Hedgehog, and as far as me and a few friends are aware, this character seemingly doesn't exist anymore. One of my friends had it at one point, and lost it in an accidental file deletion of their entire MUGEN roster.
The character in question appears in this particular video, and is one of the only known archives of footage that exists anymore.
