that is not old dos mugen, that is the old version of window Mugen hack by Rou Hei  well, most Japanese Mugen creators are still using Rou Hei's Mugen

Since you were saying a mugen before the 1.0 version, I was guessing WinMugen or the DOS version, didn't know there was this so called "Hack" one.
