Question

My specs:

Windows 7

4GB Ram

MUGEN 1.1

All I wanted to use those characters like Metal Face and other fighters with Hi-Res sprites is just for fun but how can I prevent that message?

Did you have another graphic card in your pc? Like me, I got two - Intel and Nvidia when I bought my laptop. I encounter this sff problem before when I using Intel, but after I switch to Nvidia, problem solve.

well, it depends, are the characters you've mentioned even compatible to mugen 1.1? if not then chances are you'll have to ask someone to try and convert them or try it yourself.

What graphic card you use? I think 4gb ram is...well kinda okay, but is better if you upgrade it more. The graphic card is the important one. This sff problem only occur when the sff file is too big, so your graphic card can't handle it.
