I'm not sure. But it is indeed a chibi chars.

I wouldnt call him chibi. he doesnt have the fat head or any of the traits of a chibi character.

he is from a snes game originally, so I wouldnt go as far as calling it chibi. plus he might final flash you in the face for calling him short and super deformed.

Ah... The old Winmugen days when you i used to play at Team Arcade and crushed everyone with a very strong (or OP...) SSJ4 Goku and SSJ4 Vegeta~

 

The sprites looks OK, better than most version but the gameplay...To find out.
