It's because your mugen is 1280x720. This lifebar is for 640x480 resolution.

 

 

the only way i can get it to work is is i put my localcoord on 320,240 but my main screen looks like this      http://postimg.org/image/dghiiqnkz/

you should get a 640x480 screenpack in order to get the lifebar looks right. Default mugen is forced to 960x720 even though you change the resolution to 640x480 via mugen cfg.

you need to use fighter factory to do that. I suggest just save yourself from trouble and use either dengeki_normal_up_fight or dengeki_normal_down_fight.

Make sure it's a separated folder called "Dengekibunko_Fighting_Climax_Lifebar" inside your "data" folder.

 

And make sure the said folder contains all the required files.
