I think he indeed means the one Kid Goku uses in his UB22 incarnation as demonstrated in the video below :

You can first see him using it around the 0:54 mark.

 

Since I love the Kamehameha FX you use and this is the first Goku who can charge his Kamehameha compared to all the Goku's I know, I'll keep an eye on this project of yours as I believe that once you're done remaking Kid Goku, he'll be a pretty solid character in his own right.

 

Oh, I hadn't read it before when you first made this topic (as I was assuming this was a late AF version "update" even though you promised it was a real character, it could have legitimately been a troll act) but this :

Yeah in the old PS1 DBZ super Battle 22 kid goku had a special where he extends the pole for multiple hits IIRC.
