This Rugal is special because he has an Advanced and Ultimate Mode which both grant him super armor and perhaps even other things. As to be expected of a Rugal, his AI is brutal and top-notch. Comes with all the moves you'd expect from Rugal Bernstein and 6 palettes. The 1st to 6th palette are his normal mode, 7th to 11th palette feature his Advanced Mode and to close the line, he has a 12th palette which is his only palette to feature Ultimate Mode. A highly recommendable download! This signature would not have been possible without the combined efforts of Ryoucchi & Zenesis. All credit goes to them for making this!
