I'm in researching on this,I only saw that mugen works fine on xbox and xbox 360..

but other consoles are issue...

anyway this made to create the topic about this,if anyone is interested:

So i tried the experiment on ps2 (ps2 bochs by karasq),but mugen don't work well on MS-doc and windows 95...because ps2 have 64mb of ram and 300mhz of processor.
I didn't tried on other console, but I know that there's the bochs for psp and dos box for nintendo wii...
also yellow dog's linux for ps3, can emulate windows 98...oh my...I think that it can run mugen (old dos version)...
we should wait and see what i can find out...I am the only one who found out about mugen who can be on other platform...

Everything started here, this is the emulator who emulate the pc machine:
http://bochs.sourceforge.net/
I tried on my pc,but if you have great computers,it goes pretty well...but who wants mugen on emulator.

here' the list of bochs for some platforms:
-Android (it can run windows xp) link for linux: http://forum.xda-developers.com/showthread.php?t=1389700
-ps2 (it can run maximum to windows 95) also and linux for ps2 but I didn't tried yet  link:http://kernelloader.sourceforge.net/linux.html and bochs: http://ps2dev.karashome.tk/
-psp (it can run maximum to windows 98) link: http://dl.qj.net/psp/emulators/bochs-x86-emulator.html
-ps3 (not sure) very interesting bochs: http://www.youtube.com/watch?v=w-CrEAzpuxc (follow the instructions in video's description)
-wii (still not sure,I saw only windows 3.1 running in dos box) wip project link: https://code.google.com/p/bochs4wii/ and dos box:http://wiibrew.org/wiki/DOSBox_Wii

I need to correct you real quick.

PS2 only has 32mb of ram, It has a 64-bit processor.

A stock Xbox (733MHz CPU, 64MB RAM) has trouble running mugen with the larger file sized characters so I'm thinking the PS2 colud only be able to run the smaller (think naruto) characters in mugen due to the lesser power of the system.

Mugen, in my opinion, should always stay as a PC game because PC is the master race it loses its factor of customization, which is exactly what makes the game special.  Plus, some keys (such as escape) are heavily recommended to keep, otherwise it'll be impossible to leave any form of game mode other than arcade and survival.
