she no big secret and she Cammy custom a very very old mugen character  made by Cannon Musume

and yes I tested on mugen 1.0 and 1.1 she very playable

On a quest for KoF characters myself. Trinity Mugen team's; especially vans'; and Ahuron's creations have been treating me well. Not sure they have what you're looking for but I think I saw a few Rugals and a Mature among them; I haven't gotten everything installed yet. A friend gave me the images by facebook ... All I know is that the author of this Mature is a creator, called Teuthos; I just have it.
