Well, the thing is really easy to understand, being a KOF boss he's a bit overpowered. Also, it depends of which Rugal you play of couse; if you play any accurate 98 Rugal (normal) it's OK, but if you play any other Rugal the thing goes in a fag way. No offense, that's just my opinion (which is kinda based in my experiences playing KOF 2K2).
