I'm passing by here but anybody seeing this in the future and has a Windows PC should try "oCam". It works down to Windows 2003 and Vista and requires 1GB of RAM and a 1024x768 resolution (16 bit capable). It has resizing and FPS options for instance and watermarks are optional, though it does have ads in it's free version if you connect to the internet.
